Outbound Subcontract Requirements and Overview

An outbound subcontract is a research agreement issued by the University of Miami to a collaborating institution that will perform a substantive portion of the sponsored project. Outbound subcontract are used when the collaborating organization is responsible for carrying out a defined part of the project’s scientific, programmatic, or technical scope of work.


The Office of Research Administration’s (ORA) Contracting Team oversees outbound subcontract on behalf of the University to ensure compliance with sponsor requirements, institutional policies, and applicable regulations. These agreements are a critical component of collaborative research and require careful coordination among the prime award, the University department, and the subrecipient institution.

  • ORA’s Role in Outbound Subcontract

    ORA is responsible for managing the institutional review and execution of outbound subcontract. This includes:

    • Reviewing subcontract documentation for completeness and compliance
    • Ensuring consistency between the prime award and subcontract terms
    • Confirming that sponsor specific requirements are incorporated into the subcontract 
    • Coordinating review and execution of the agreement on behalf of the University

    ORA works closely with departments and collaborating institutions to support compliant and timely issuance of outbound subcontract.

  • Responsibilities of Departments and Investigators

    Departments and Principal Investigators (PIs) play an important role in the outbound subcontract process. They are responsible for:


    • Identifying the need for a subcontract based on the project’s scope of work
    • Ensuring the subrecipient’s scope of work is clearly defined and finalized
    • Coordinating the collection of required subrecipient documentation
    • Supporting timely submission of subcontract materials for ORA review

    Early coordination between departments, investigators, and ORA is strongly encouraged to avoid delays in agreement execution.

    Outbound subcontract must align with both sponsor requirements and University policies. Key considerations include:

    • The subrecipient’s role and level of responsibility in the project
    • Flow down of sponsor terms and compliance requirements
    • Budget consistency with the prime award

    The classification of the collaborating organization as a subrecipient, rather than a vendor, is essential in determining the appropriate agreement structure and compliance obligations.
