Proposal Components

Most proposals include a combination of scientific, administrative, and budgetary components. Required elements vary by sponsor and funding opportunity, but the sections below describe the most common components included in sponsored research proposals.

Applicants should always review sponsor guidelines and funding opportunity announcements (FOAs) to confirm specific requirements.

  • Scientific / Technical Components

Scientific or technical components describe the intellectual merit, objectives, and approach of the proposed project. These components typically include:

    • Project narrative or research plan
    • Specific aims or objectives
    • Research strategy or methodology
    • Expected outcomes and impact
    • References or bibliography

Sponsor instructions govern formatting, page limits, and required content. These rules should be reviewed carefully before proposal preparation.

  • Administrative Components

Administrative components provide information about the project, investigators, and institutional certifications needed for proposal review and submission.

    Common administrative elements include:

    • Cover page or face page
    • Project summary or abstract
    • Key personnel information
    • Biographical sketches or CVs
    • Current and pending support
    • Required institutional assurances or certifications

Some sponsors require the use of standardized forms or templates.

  • Budget and Budget Justification

The budget outlines the financial resources required to carry out the proposed work and must follow sponsor and institutional policies.

    Typical budget elements include:

    • Salaries and wages
    • Fringe benefits
    • Equipment and supplies
    • Travel
    • Participant support (if applicable)
    • Subawards or consortium costs
    • Indirect (F&A) costs
    • Budget Justification

💡 A budget justification explains and supports each cost item and demonstrates that costs are reasonable, allowable, and allocable.

  • Subawards and Collaborative Components

Proposals that involve collaboration with other institutions require additional documentation for each participating organization.

    These components may include:

    • Subrecipient statements of work
    • Subaward budgets and justifications
    • Letters of commitment or intent
    • Institutional certifications from collaborating organizations

Subaward documentation should be obtained early to avoid delays during internal review and submission.

  • Sponsor‑Specific or Special Components

Some sponsors require additional or non‑standard proposal elements beyond core scientific and administrative materials.

    These may include:

    • Facilities, equipment, and resources statements
    • Letters of support or institutional commitment
    • Data security, cybersecurity, or privacy plans
    • Evaluation or sustainability plans

Applicants should consult the sponsor’s FOA to identify any required special components.

💡 Important: Not all proposal components are required for every submission. Required elements are determined by sponsor guidelines and the specific funding opportunity.
